Rule 2 was an actual rule that gave a tremendous advantage to the Newport Yacht Club. Their Js and 12s could be as light as class rules allowed, they only had to sail about 20 miles from the dock in usually light summer conditions. Everyone else’s boats had to cross an ocean to get there and tended to be heavier.
