+1 on that. In a seaway, the deck level navigation lights are not visible, until you are one wave away or if you happen to be in sync with the other boat (both boats at the top of the wave at the same time). The mast top light is visible for at least hundreds of meters.
On flat water (a lake?, coastal??) the deck level lights are more natural (easier to understand and spot). What is required and what is smart are not always the same. A masthead tri-color is not what I would use here in the Chesapeake as many (power)boaters don’t look up. At sea, I wouldn’t use anything else. You can’t use both at the same time, but you can have both on your boat and use what is appropriate for where you are.
