What is your RPM?

If the pitch is too flat (low),  it is like being stuck in 2nd gear. You will accelerate well and have plenty of reserve to punch through chop, but redline RPM will give you some speed lower than hull speed.

If the pitch is a little too coarse (high), you will hit hullspeed in flat water, but not be able to get to redline and have no reserve for adverse conditions. If it is way too coarse, the engine may lug so bad you cannot even get to hullspeed or get near redline RPM. These conditions are very hard on diesels.

Also you could just have a lot of barnacles or something wrong with the engine.
