Definitely sounds like a fuel delivery problem. One way to validate would be to 
see if it runs ok at reduced rpm.  Has the boat been idle for awhile?

Tom, could be crud in the tank blocking the pick up line to the filter.
Should be rubber line from tank to filter.
Disconnect line at filter and blow into it. Yumm!
