John,
Is what I was told long ago, that Niagra-On-The-Lake used "ZCC" in the HIN, and 
Rhode Island used "CCY", is not true?

Maybe there was an overlap and boats started at one facility were finished at 
another, or boats built for a certain country were given the most appropriate 
HIN to meet certain tax law advantages for the country of the particular 
buyer???
