I find it very useful to keep dogs, kids, and sails on deck. An adult is much more likely to go over the top. Joe Coquina

It seems like it might be useful to prevent rolling off the deck into the water (ie. death). Never having fallen off a boat, I am not sure if it is really worth it and if there are many scenarios where these might prevent disaster.
