I had them put the mounting points at the lengths required for the teak rail although there are fewer so that they would align with some of the existing the holes at each end and in the middle.  I fiberglassed over the other holes during a full deck refit and repaint that I did at the same time. If you aren't doing that then you could probably just put a bolt and washer through the old holes you don't need with some bed-it tape to seal it. Love the stainless steel and it is no maintenance. While the stainless steel was built straight, it was flexible enough to bend to match the deck curve as I installed it.
