My most used and most heavily loaded winch is the one that is aligned with the main halyard. I have sufficient block and tackle to not need any other winches 99% of the time. The winch aligned with the headsail and spin halyards gets used next most frequently but more for going up the mast than for raising sails. IMO, This one should absolutely be the most powerful in that it has to be operated by my wife and lifting my 200 lbs. I've been in the reverse roll and rasing her 130lbs is not fun. My mainsheet is double ended with a fine adjust in the cockpit and the course adjust run to the third winch. I don't have to use it for the mainsheet very often but it is there if I need it. The last of my four cabintop winches gets the accessories.
If I was paying to outfit my boat from scratch I'd probably forego two of the four winches. I'd keep one on either side for halyards. Once on the clutch the winches can be repurposed for the other rare uses. That being said, in your case, a more power winch forward and inboard for the main halyard and a more powerful winch outboard and aft for the headsail/spin halyards is my advice.
