It doesn't *have* to be, but it makes life much easier if it is. Any other choice would see us fighting with the language to achieve our goals (small, fast, easy to bind, has no dependencies not satisfied by Windows itself). Ease of binding and no dependencies make C an obvious choice, as has already been discussed.
