Olaf and Jernej, I had similar questions when Garrett explained it to me. I was dumbfounded for at least 15 minutes at the boneheaded-ness of the the Windows Installer team's decision on this issue. I still have no clue what the heck the people on the Windows Installer team were thinking. Their decision, as Conan mentioned, is probably less safe than if Windows Installer handled it.
