The UI allows the user to spell the full state name when
generating a self-signed certificate.  There is no patch
needed.  The UI has always allowed both the short and long
version of the State name.  If the user enters the abbreviated
version of the state name, it will cause problems with Thawte.
I believe some of the help text may not have yet been updated
to tell users to use the full state name as opposed to the
abbreviated name.  This is what may be causing your troubles.

If you regenerate your certificate with the full
state name spelled out and resend it to Thawte it should work.
