It looks to me like all the urls in these announcements are "broken". I
just go to the ftp site and grab the new Tech Notes ...
ftp://ftp.cobaltnet.com/pub/developer/TechNotes/
I usually use an ftp tool as I have a bookmark for the Tech Note directory
but IE works ok with the url above.
