[cobalt-developers] raq3 translation help

Hello,

I've been searching the archives for this but didn't really find an answer.

I know some people have translated the RaQ3 user interface to German and 
Spanish.

I'd like to know the steps and difficulty involved in making this change, 
or if there is some kind of translation package I can install.
