[cobalt-developers] raq api documentation

does there exist publically-accessible or privately-purchasable
documentation for the Perl modules that drive the RaQ?  If the info can
only be acquired by blood, sweat, and tears, that won't be a surprise.

We're looking at automatically provisioning websites from our customer
billing system.
