For an excellent GUI interface on Windows, check out http://mysqlfront.de.
They just released a production version. I've been using their beta version
with no critical problems.
Note: Cobalt doesn't trust itself. If you install the package you void your
warranty because the package is for Raq4 in the Netherlands. At least
that's what Cobalt support told me when I asked about 5-6 months ago.
