Maybe it is trying to say, you need to check the box, where it says "Site
Administration", on that particular user!! Just a Guess -

All,

I tried to add disk space to an existing email account and got this error
message while submitting the form:

"A root web must first be enabled in the site settings"

The virtual site has 300 MB and the user has 20 MB. I wanted to simply add
another 10 MB to the users
disk quota.

Any ideas what this message means? The default amount of disk space is 20 MB
per user.
