Note what I wrote:  We're looking for a webmail client that we can set
up for only certain
users who are NOT users on the RaQ.

Your solution requires that users be valid users on the RaQ.  That's
what we're trying to avoid, as we may end up with hundreds (or
thousands) of users.  The way the Raq is set up all these users will
also have their own web-page; exactly what we're trying to avoid.  If
this is the only way, then we'll set it up on it's own server, but
that's what we're trying to avoid.
