I see it as how many people with what bandwidth connections need to download how much at one time at what throughput. I often use 150 in this field, on sites that I am feeling generous, I put 200-300. No one ever complains about site speed, but I have all pretty low traffic sites that don't have a lot of big downloads going on simultaneously.
