The older ImageMagick 4.2.X versions don't require X and the newer 5.X.X 
series can be compiled without X-support if need be. 

When I install PHP on a RaQ3 or RaQ4 I usually install ImageMagick as well 
which helps the inline image optimization. A couple of PHP applications not 
only use gd-lib for image creation, but also ImageMagick to convert between 
image formats, to rescale images or to write text into images. Those are 
pretty neat functions, but usually not suited for heavy duty usage due to the 
excessive cpu demands.
