Have you looked at Ensim WebAppliance. It's a standardised Web Interface for
Administering RedHat Boxes from the perspective of an ISP. Has Server
Set-ups and everything like the Cobalt GUI, but also some billing and
reseller features to boot if you want them.

Big plus is it obviously allows the installation of standard RPMs, as it
just sits on top of the Standard Redhat Build. And unlike the Cobalt,
upgrading software and patching is a doddle.
