As it says on that page, the process is not tested and does not work on a RaQ 4 (I tried it myself independently once just to see if it would, and it doesn't). RaQ 4 has many options in its httpd.conf file (PHP and ASP mainly) that do not exist on the RaQ 3. Working around all those is the main issue with the upgrade. Building a drop-in replacement httpd binary shouldn't be too hard; it's all the other stuff that'll bite you.
