OK That wasn't quite the answer I was lookinf for so how about if I ask the question 
in a different way.

What are the reasons then and what version goes with what reason?

There are several ROMs available.  They are:

2.10.3 [show only this release]
        cobalt-2.10.3-1M-flat.rom
        cobalt-2.10.3-1M.rom
        cobalt-2.10.3-2M-flat.rom
        cobalt-2.10.3-SE-1M-flat.rom
        cobalt-2.10.3-SE-1M.rom
        cobalt-2.10.3-SE-2M-flat.rom
2.10.2 [show only this release]
        cobalt-2.10.2-1M-flat.rom
        cobalt-2.10.2-1M.rom
        cobalt-2.10.2-2M-flat.rom
2.10.1 [show only this release]
        cobalt-2.10.1-1M-flat.rom
        cobalt-2.10.1-1M.rom
        cobalt-2.10.1-2M-flat.rom

When would one use these ROMs?  I remember reading something about newer kernels begin 
larger than older kernels needing a new version of the ROM for booting.

What model hardware uses each of the ROMs?

What are the differences between these ROMs?  For example: The 1M-flat version is used 
for __________, the 1M version is used for __________, the 2M-flat is used for 
__________, the SE series are used for ________.

There does that make more sense?  I'm trying to lean here and so far I haven't learned 
very much... except how to ask the wrong questions...
