Looks like udev rules assign the name to the interface based on MAC, here is a udev entry from a clean PXE installed box as well as the modprobe.conf

Forwarding on, since the reply from earlier came back just to me.

I think we're going to need to see the entire rendered kickstart here, if
this issue is occurring on real hardware as well as VM's.
