Have you verified your actual PXE cfg? If the append line is >255 characters, the ipappend will fall off the end.

If you've verified that's working ok, you can also try ksdevice=MAC. Beyond that, what version of cobbler are you using, along with the SYSLINUX version and the version of the OS you're installing. Could be you're using an older pxelinux, or maybe the hardware you're deploying on has NIC hardware newer than the OS recognizes?
