Typically, you use it via the "yum --enable-repo=updates-testing install cobbler", or the correct repo name if you're using EPEL instead of Fedora. Alternatively, you can grab the RPM directly from koji, just find the right package here https://admin.fedoraproject.org/updates/search/cobbler and click on the "Builds:" link.
