Turns out we were overly strict in our permissions and removed
read/excute rights for the webserver.
*joke* We therefore but the blame squarely on our configuration
management system allowing us to set permissions on files, maybe I'll
submit a issue to the ansible crowd to have this bug/feature removed.
The increased debugging and output from failures would be nice to
though. It was just an educated guess that the permissions were off,
none of the logs indicated this.
