Hi Why dont you head over to cobbler@github and open an issue? Since systemd on ubuntu 16.04 appears identical to that on el7, network manager is also very similar and you have the choice of configuring networking the old debian way or via network manager. What i am trying to say is the network manager method may be more prevalent in the future and the cobbler devs might already have a plan for this for future releases.
