I did observe this bird lean to its side while preening, and no vent strap
was visible--pure white underside.  Whether Arctic or Pacific, the smudgy
marks on the front and flanks of throat still bother me.  I assume these
birds are entirely into basic plumage by the time they reach here and are
not in some intermediate molt?

This bird is worthy of additional looks, when the winds die down a little.
