In the past to visit Colorado wildlife areas for birding, not hunting
or fishing, you had to buy and carry an annual Habitat Stamp. I think
that is over--birder's get in without that now:

"Legislation has changed regarding the habitat stamp and may have
caused some confusion at license agencys. If you are accessing State
Wildlife Area's for recreational purposes and not fishing or hunting a
habitat stamp is no longer required.
