Here's the eBird rationale for making the change to Rock Pigeon: eBird news

"Feral" means "descended from domesticated stock", so it's not just the 
first generation, but also their descendants. Since all Rock Pigeons were 
originally introduced to the US as domesticated birds, those that are in 
the US now are descended from those birds and are considered feral.

eBird says that everybody outside of a few places in Europe should list 
Feral Rock Pigeon, not Rock Pigeon. They say they're doing it so they can 
better monitor the "true" wild pigeon population.
