I've had several people ask about access and how I was able to take the 
photos. The parking lot on the SW area of the reservoir was open, so we 
just went in and parked. We first tried viewing from the west end, and 
while we did see a different area of the reservoir, the water was pretty 
far away. 

If you're looking for more information, the reservoir is also called Chase 
Gulch Reservoir. It doesn't appear if you have the map view turned on in 
Google Maps, only with the satellite view. Then the parking area is visible 
also. About 20% of the lake still had ice on it. And if you like to fish 
also, note that fishing is only permitted for Central City and Gilpin 
County residents. I heard the sheriff lives up the hill and keeps a close 
eye on it.
