It represents logical not, but it is only allowed to appear on a rule name.
All formulas can be written in this manner.
How do you think about to keep such logical operators separate from "rule
names"?
It seems really unimportant.
I would prefer a strict separation between the rule name management and a
corresponding evaluation of compound expressions/dependencies.
