Layer is a logical separation while a Tier is a physical separation..

For example, in a web application, you can have presentation, business logic
and data access layers. All of those layers can be hosted on one physical
tier (i.e. the web server) or can be hosted on separate tiers (i.e.
Presentation layer on the Web Server, Business Logic layer on a dedicated
Application Server and the Data Layer on a Dedicated Database Server).
