my cockapoo buster used to do that all the time but i never thought of
it as submissive because he used to do it when he greeted someone new

Some call it submissive other call it excitement it is actually the same.  Most of the cockapoos only do it when they get over excited and just can't contain themselves.  Submissive is in my book when they become scared and pee.  We have a term that call it "happy sprinkles".   What was funny when Mikey was a pup and at the vet when they would walk in they would walk right back out grab some paper towels and come back in, this was no containing him there, LOL.  Thankfully he did out grow it.
