Sorry, I misspoke, or rather misremembered. The holding priorities are 251 and 
250.

At design time, they are 300 and 1000, as for the default configuration, but 
the window doesn’t stay that way.

I think I’ll try to recreate this in a test project that I can post. The real 
thing makes it too hard to be certain what I’ve changed and what I haven’t.
