That just treats it as a file called "localhost" in the current directory.

NSURL *rootURL = [NSURL fileURLWithPath:@"localhost"];
NSLog(@"%@", rootURL.path);
NSLog(@"%@", [rootURL URLByDeletingLastPathComponent].path);

Output:
