2 thoughts:

- don't target Leopard in PackageMaker, it will create FLAT package (which are xar archives). Just target 10.4 or 10.3 depending on whether you prefer a distribution script or a good old plist.

- it's better to use ditto to create your .pax archive. pax can have some issues on Leopard and Tiger when it comes to ACL or other funny little things.
