        Since the problem appears to happen on 10.15.0, but not 10.15.4 and 
newer, I would just chalk it up to a bug in the OS and ask your customer to 
update to at least 10.15.4.  I’m not aware of any compatibility issues between 
10.15.0 & 10.15.4, but stranger things have happened.
        As a work around, if your customer refuses to update, you could provide 
your customer some way to set whatever thing you are using the result from the 
open panel for. You could set up a small helper app they can run, or a 
'defaults write xxx’ command or whatever.  Good luck.

        The bug doesn’t happen on 10.15.4, so it was already fixed a long time 
ago.
