How about having two windows with different styles, and moving the
content view from one to the other when you switch between fullscreen
and regular modes?

is not available on Tiger.
Have you considered using a borderless window with a frame that
matches the monitor being used for display? This would allow you
to do an overlay window without any issues and it can be back-
ported to work on Tiger as well.
