The documentation does state that, and the reference for NSValidatedUserInterfaceItem further states:

although I'm not sure I'd agree with Bill that the docs are *wrong*, they certainly could be more helpful in making it clear what the limitations are, so I'd still suggest filing an enhancement request. (Hmm, or appending to '<rdar://problem/2801472> UIValidation: Need a bit more context', which is easily old enough to go to Summer Camp this year...)
