I think some of those values may be flipped:

[[NSUserDefaults standardUserDefaults] registerDefaults:dictionary];
[dictionary release];
if ([[NSUserDefaults standardUserDefaults] boolForKey:PIFirstRun] == YES){
[[NSUserDefaults standardUserDefaults] setBool:NO forKey:PIFirstRun];
//first run
}
