Because it chokes the list up with things that other people (who are interested 
in *COCOA*) are not interested in, that's "what for".

It isn't "ill-informed 'Windows bashing'".  I know what I'm talking about and 
wouldn't have said it otherwise.  You may have misinterpreted it as a statement 
that the Windows API used local times (it does not, a fact of which I am well 
aware), but that is a matter for discussion off-list.
