Nope, that's not true.  From the docs 
<http://developer.apple.com/library/mac/#documentation/Cocoa/Conceptual/Documents/Concepts/WinControllersAndNibs.html>:

> delegate to do its job, and it doesn't implement any NSWindow delegate
