I am not quite sure whether it is a Tomcat issue or not. The only thing that I see is
that when you
download TC 4.0.1, a tools.jar is shipped in the %TOMCAT_HOME%/common/lib directory
(as well as some
well-known parsers).
TC 4.0.2 does not ship with the tools.jar (and, depending on whether the LE was
downloaded or not, does not ship
with the parsers either).
I can only imagine that there is some classloader issues at hand and how TC sets it's
classpath and where C2 gets its classloaders from.
