Once a week is best. If it is sent too often then people will tend to ignore. If not often enough then it will not have impact. As to which day-of-week ... it needs to happen with maximum impact on committers, at a time when they have a chance to deal with such things. I expect that Europeans have a deluge of mail to deal with on a Monday morning, including Friday's mail from America and the weekend from the whole world. So perhaps early Tuesday morning Europe-time is best. Vadim and Steven both said that weekend is best, but did not give any reason for that choice.
