I think you can just set the page-width and page-height attributes in your
page master element, e.g.,
<fo:layout-master-set>
<fo:simple-page-master
page-master-name="pmaster"
page-width="11in" page-height="8.5in"
...
</fo:simple-page-master>
</fo:layout-master-set>
However, I'm *not* an expert in using fop :)
