It might help to include prefix and uri for the namespace

   <xsp:element name="input_city">
         <xsp:attribute name="id">startcity</xsp:attribute>
     <xsp:attribute name="label">xy</xsp:attribute>
     <xsp:attribute name="attr" prefix="i18n" 
uri="http://apache.org/cocoon/i18n/2.0";>label</xsp:attribute>
   </xsp:element>

But I'm just guessing...
