JavaScripts are automatically cached when you place them, or a reference to them within the <HEAD> tag. For IE clients this will only work when the 'caching parameter' (Tools -> Internet Options -> Temporary Internet -> Settings -> check for...) is set to "Automatically". This is NOT what you want during development btw, but the default setting on an IE setup.
