Just a thought, but maybe adding an entry to /etc/manpath.config would
be more distribution agnostic?
Appending this should do the trick:
MANDATORY_MANPATH /usr/local/coda/share/man

Good idea.. Well, not actually linking them and creating
files outside /usr/local/coda/, but simply telling
people that they can call
man /usr/local/coda/share/man/man1/pagename.1
