Ouch, this is definitely non-recoverable, I don't know how it got into
this state.
There are still pending changes in the CML, any files that haven't made
it to the servers should be available in /usr/coda/spool/*/*.tar
After that, the only solution is to reinitialize venus, restart venus
with the -init flag.
